The Tennessee Electronic Library (TEL) is an online library that gives Tennessee residents access to magazines, journals, newspapers, essays, e-books, primary source materials, test preparation, homework help, genealogy records, career search, and more! TEL resources are available free to the public from any computer with Internet access in Tennessee.

Library Cards
1. All residents of Livingston. Overton County, or another county that borders Overton County, are eligible for library cards.

They are required to present two forms of ID to obtain a card. Some exceptions may be made. Some services must be offered to all persons; however, the Library retains the right to charge a fee to those persons outside the county. Intentional misrepresentation of information will result in loss of Library privileges. New cardholders will start with a limited account status until at least a month and two successful transaction events have been completed.

2. Library cards will be issued for a one-year period. Any outstanding charges must be paid in full before a card is renewed.

3. If a card is lost or stolen, there is a $2.00 charge for a replacement.

4. Cardholder must have a library card or validation of I.D. to check out any materials.

5. Only the library cardholder may check out materials with their card. Exceptions may be made for family members with the cardholder’s library card or listing as a proxy in the automated system. The cardholder will be responsible for the checked out materials.

6. Children are eligible for cards at any age. Parents and or guardians will be asked to sign the registration form granting permission for the child to retain a library card and be responsible for any materials checked out.

7. Teachers or homeschooler teachers may be allowed to register for a “teacher card.” The teacher must present some kind of identification, such as school letterhead or business card, to acquire a teacher card. Teachers may check out a larger number of materials for teaching related purposes for up to 30 days.

8. The State of Tennessee mandates that all Library attendance & transactions (walking in the door, using the library in any way, circulation, reference, etc.) are confidential and cannot be divulged without a court order. The Library board upholds this law.

General Circulation Policies

Genealogy materials are non-circulating.

2. Overdue Fines are not charged, with the exception of, Telescopes, Musical Instruments, & Hotspots. Please refer to the policies for those items to see current late fee rates.

3. Patrons owing more than $5 in fees or fines may not borrow additional items.

4. If library materials are lost or damaged, the patron is responsible for the cost of the item and a processing fee. Staff will adjust the standard replacement fee, either up or down, for items that are available for purchase. The standard processing fee is $3 per item. At the time of payment for a lost item, a receipt will be given. The processing fee or book cost will not be refunded if the original item is found later.

5. Non-returned items: The library will try to contact patrons by email, mail or telephone, warning them if they have overdue library material. Lack of special notification of overdue items does not nullify the responsibility of the patron to owe overdue fees of lost item charges. If overdue library materials are not returned 30 days beyond their due date, the patron will be billed for the item, plus the cost of mailing the
bill.

6. All fines, fees, lost items charges, etc. will be removed from patron accounts after 3 years.
